The secret terrorist organization that came within a heartbeat of installing its agent as President of the United States in Executive Actions is back with the new-and deadlier-plot to bring down the U.S. government.

It all begins with what appears to be a random murder of an up-and-coming female White House staffer. An investigation of her apartment reveals evidence of a secret life in which she was a deep cover agent for another country. It is then that the case takes on a frighteningly similar pattern for Secret Service agent Scott Roarke, who once again finds himself on the trail of his nemesis - the mysterious assassin who managed to always stay one step ahead of him during the recent presidential campaign. This time, though, Roarke finds clues about the assassin's past that give him the tools he needs to hunt the hunter.

But complicating Roarke's search is a sudden crisis within the administration. Newly elected president Henry Lamden is stricken with a near-fatal heart attack and vice president Morgan Taylor assumes the position he held prior to the election. Then nationally syndicated talk show host Elliott Strong inflames the passions of the nation with accusations of election fraud that dramatically undermine the credibility of the new administration.

As a result of Strong's efforts, a populist movement is formed that anoints as the "true president of the people" retired general Robert Woodley Bridgeman with House Speaker Duke Patrick as vice president.

With Strong spewing anti-administration rhetoric from coast to coast, a march on Washington is organized. Its purpose: launch a recall campaign that throws out the administration and installs Bridgeman and Patrick as the new leaders of the country. Then, when Air Force One is sabotaged on a flight to Australia and crashes near a terrorist base in Indonesia, the stage is set for a globe-spanning crisis that could destroy the United States.
